A Scheduling Policy is the set of rules and objectives that govern how the FSL optimizer assigns and sequences appointments. It contains two components:

1. Service Objectives — business goals the optimizer tries to achieve, each with a weight. Common objectives include Minimize Travel (reduce total travel distance/time), Maximize Attendance (favor resources with relevant skills), and Customer First (minimize arrival window deviation). Higher-weighted objectives take precedence.
2. Work Rules — hard constraints the schedule must satisfy, such as Matching Skills (resource must have required skills), Availability (resource must be within operating hours), Required Resource (a specific resource must be assigned), and Excluded Resource. Work rules are always respected; service objectives are balanced goals.
